Exempts rental subsidy payments for Section 8 and Housing First Programs from the state general excise tax.

Bases the amount of the tax credit on whether or not a building is financed by tax-exempt bonds. Increases funding for affordable rental housing development by making the State Low-Income Housing Tax Credit more valuable. Reduces State Tax Credit period from ten to five years.

Authorizes the creation of Regional State Infrastructure Improvement Subaccounts within the Dwelling Unit Revolving Fund and the use of the Dwelling Unit Revolving Fund to provide loans and grants to finance regional state infrastructure improvements in areas of planned growth.

RELATING TO PUBLIC HOUSING.

Authorizes the Public Housing Authority to impose maximum rental periods of five years for state low-income housing projects which receive state funds for repair and maintenance or capital improvement, provided that the maximum rental periods do not apply to tenants who are disabled or 65 years of age or older. Requires rates for the five-year rentals to be fixed for entire term of lease. Establishes a trust account for the Authority to provide matching funds for tenants who choose to participate in those five-year rentals. Authorizes GO bonds. Appropriates funds.

Appropriates funds to site and install two monitor wells near Red Hill Bulk Fuel Storage Facility to test groundwater.

RELATING TO CESSPOOLS.

Authorizes the Department of Health to establish a cesspool upgrade, conversion, or connection tax credit or rebate program. Disallows the tax credit for cesspool upgrade, conversion, or connection for taxpayers whose adjusted gross income exceeds certain amounts. Applies tax credit to all cesspools, regardless of location. Provides that cesspools found to be illegal, as a result of an inspection conducted due to a person applying for a rebate or taxpayer claiming a credit, are not subject to penalty.

Status

RELATING TO CESSPOOL TAX CREDITS.

Adds cesspools that are within two hundred feet of an existing sewer system as determined by a county to the definition of "qualified cesspool" for the purposes of determining eligibility for upgrade or conversion tax credits. Allows for an income tax credit for cesspool upgrades, conversions, or connections per tax map key in the case of large capacity cesspools. Makes tax credit applicable to taxable years after December 31, 2015.

RELATING TO RECYCLING.

Requires all State agencies to reasonably provide and maintain onsite collection methods at buildings and facilities under an agency's jurisdiction for the collection of recyclable materials. Appropriates funds.
