Limits the ways in which the operator of a website, online service, online application, or mobile application working with the DOE can use student data.

RELATING TO PEN REGISTERS.

Amends the definition of "pen register" to include cell phones and other communications devices among those that the numbers transmitted to and from may be recorded.

Allows courts to authorize a person or entity, other than an officer of justice, to carry out a search warrant.  Allows courts to authorize an officer to obtain technical assistance if the search warrant granted pertains to an electronic device or storage media.

RELATING TO PUBLIC-PRIVATE PARTNERSHIPS.

Requires DBEDT to conduct a study on the feasibility of establishing a public-private partnership resource agency that all state departments, divisions, and agencies may utilize.  Makes an appropriation.

RELATING TO FUNDING FOR CREATIVE MEDIA AND FILM DEVELOPMENT.

Amends section 201-113, Hawaii Revised Statutes, to expand funding sources to support creative industries development within the Department of Business, Economic Development, and Tourism; and repeals sections 201-111, 201-112, and 201-114, Hawaii Revised Statutes.

RELATING TO TRAVEL.

Requires DBEDT, in collaboration with UHERO, to conduct a cost-benefit analysis of Hawaii residents traveling to Las Vegas, Nevada.  Appropriates funds.

SB 2216

      Status & Testimony

RELATING TO A SPORTS AND ENTERTAINMENT AUTHORITY.

Establishes the sports and entertainment authority to coordinate and develop an entertainment and sports industry in the State, including oversight of the stadium; attracting local, national, and international events; and developing state-of-the-art facilities for the benefit of professional, amateur, and youth athletes.  Establishes the sports and entertainment authority special fund and appropriates funds.  Repeals the stadium authority.
