Proposed HD1

Status

RELATING TO TAXATION.

Proposed HD1:  Establishes a 5-year renewable fuels production tax credit and repeals the ethanol facility tax credit.  Allows qualifying taxpayers to claim an income tax credit equal to 20 cents per 76,000 British thermal units of renewable fuel, capped at $3,000,000 per taxable year.  Caps the credit at $3,000,000 per year in aggregate.  Requires DBEDT to certify all tax credits and submit a report regarding the production and sale of renewable fuels to the governor and legislature each year.  Directs DOTAX to create forms for the renewable fuels production tax credit.  Repeals the renewable fuels production tax credit on 12/31/2021.  Establishes an organic foods production tax credit.  Allows qualified taxpayers to claim an income tax credit to offset the costs incurred by farmers, ranchers, and producers to obtain organic certification and to produce organically produced agricultural products.  Applies to taxable years beginning after 12/31/2016.  Effective 7/1/2050.

Status

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of a natural gas production facility on Maui that will establish and fund food crops, with renewable natural gas and electricity production and related facilities and projects on the island of Maui.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOENERGY HAWAII, LLC.

Extends the authorization of the issuance of special purpose revenue bonds to BioEnergy Hawaii, LLC, for the purpose of establishing a cogeneration facility and related energy production facilities, for an additional five years.

RELATING TO RENEWABLE ENERGY.

Replaces the current renewable energy technology systems tax credit with tax credits for solar energy property, wind energy property, and energy storage property.  Applies to taxable years beginning after 12/31/2016.  Effective 7/1/2076.  (SD2)

Status

RELATING TO ENERGY.

Restores the amendments made to sections 243-1 and 243-4(a), HRS, which sunsetted on 12/31/2015.  Clarifies that naphtha fuel, used in a power-generating facility, is subject to the fuel tax at a rate of 2 cents per gallon, retroactive to 1/1/2016.  (SD2)
