SB 2586

      Status & Testimony

RELATING TO EDUCATION.

Requires the department of education to provide public school students with a whole child education curriculum, air conditioning in certain classrooms, and decrease class size.  Requires sufficient allocation of special education teachers and provides special education teachers with additional preparation time and funding.  Establishes the student loan subsidy program and special fund.  Expands vocational, technical, and career pathway programs.  Amends weighted student formula factors to be considered by the committee on weights.  Limits participation in standardized tests, prohibits the use of standardized test scores for evaluation purposes, authorizes standardized testing exemptions, and requires the board of education to provide notice of the right to opt-out of standardized testing.  Requires all eligible children to attend preschool by the 2020-2021 school year.  Amends evaluation program for teachers and educational officers.  Increases the general excise tax.  Makes appropriations.

RELATING TO WHOLE CHILD EDUCATION.

Requires all public schools to allocate a percentage of student hours to instruction in visual arts, music, theatre, dance, Hawaiian and Polynesian studies, Hawaiian language, native Hawaiian culture, native Hawaiian traditional and customary practices, and physical education.  (See also Part II of SB 2586)

RELATING TO SPECIAL EDUCATION.

Provides special education teachers with additional preparation time and funds for instructional materials.  Makes appropriation.  (See also Part III of SB 2586)

Appropriates funds and designates the department of education to implement a program of study for students to gain vocational and technical training.  (See also Part IV of SB 2586)

RELATING TO CLASSROOM CLIMATE CONTROL.

Requires the department of education to develop a plan to provide air conditioning to all public school classrooms that meet or exceed a temperature of ninety degrees Fahrenheit, and provides appropriations to fund the plan.  (See also Part V of SB 2586)

SB 2591

      Status & Testimony

RELATING TO EDUCATION.

Requires principals to consult with teachers and school community councils when expending moneys provided to their schools.  Requires the weighted student formula to include a superintendent's reserve to address needs at unique and remote schools.  Grants the DOE discretion in allocating superintendent's reserve funds to specific schools; provided that the committee on weights shall recommend the amount of the reserve and criteria for use of the reserve.  (See also Part VI of SB 2586)

RELATING TO STANDARDIZED TESTING.

Limits public school student participation in standardized tests, prohibits the use of standardized tests scores for evaluation purposes, authorizes standardized testing exemptions, and requires the board of education to provide notice of the right to opt out of standardized testing.  (See also Part VII of SB 2586)

      Status & Testimony

RELATING TO EDUCATION.

Requires the department of education to establish a debit card system for purchases by teachers at each public school.  Clarifies that purchases on the debit card are limited to classroom and curriculum supplies.  Makes an appropriation.  (See also Part VIII of SB 2586)

RELATING TO EDUCATION.

Establishes the student loan subsidy program for teachers who teach in special education, vocational education, technical education, or career path programs.  Establishes the student loan subsidy program special fund.  Makes appropriation.  (See also Part IX of SB 2586)

RELATING TO THE PUBLIC PREKINDERGARTEN PROGRAM.

Requires the executive office on early learning to make the public prekindergarten program available to all eligible children no later than the 2020-2021 school year, and appropriates funds for the program.  (See also Part X of SB 2586)

SB 2596

      Status & Testimony

RELATING TO EDUCATION.

Requires the department of education to consult with appropriate bargaining units in establishing an evaluation program for teachers and educational officers, establishes that a teacher or educational officer is not responsible for the achievement of a student who is chronically absent, and prohibits a department of education evaluation program from affecting the compensation or employment status of any teacher or educational officer.  Repeals provisions requiring a particular frequency and basis of evaluations.  (See also Part XI of SB 2586)

RELATING TO EDUCATION.

Establishes maximum student enrollment per school class for various types of public school classrooms beginning with the 2020-2021 school year.  (See also Part XII of SB 2586)

Appropriates funds to the department of education to hire teachers in the areas of fine arts, Hawaiian and Polynesian studies, Hawaiian language, vocational programs, and mentoring.  (See also Part XIV of SB 2586)

RELATING TO TAXATION.

Increases the general excise tax from four per cent to five per cent and requires that additional revenue collected from the general excise tax increase be deposited into a special account in the general fund for department of education operations, including salaries and maintenance costs  (See also Part XIII of SB 2586)
