A BILL FOR AN ACT

 

 

RELATING TO astronomy.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 206M, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§206M-    Astronomy scholarship program.  (a)  There is established the astronomy scholarship program to be administered by the board.  This program shall be used to provide financial assistance in the form of scholarships for up to four years to any qualified student enrolled in a baccalaureate program in astronomy at either the University of Hawaii or at any private college or university authorized to operate in the State under chapter 305J.

     (b)  There is established in the treasury of the State the astronomy scholarship program special fund to be administered by the board.  The revenues of the special fund shall consist of donations from the entities associated with the construction of the thirty meter telescope atop Mauna Kea.  There shall be a cap of $1,000,000 on the special fund balance.  All interest accrued on the moneys contained in the special fund shall become part of the fund.  Scholarship awards shall be made from only the interest revenue from investments made with the special fund's principal.  The number of scholarships awarded and amount of each scholarship shall be determined by the board subject to the availability of funds in the special fund.

     The board shall offer scholarships to pay for educational costs, such as tuition, fees, books, housing, and other educational costs; provided that the scholarship applicant:

     (1)  Is a bona fide resident of the State, for tuition purposes, at the time of admission to the University of Hawaii or the private college or university authorized to operate in the State under chapter 305J; and

     (2)  Graduated from a public or private high school in the State."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
