A BILL FOR AN ACT
relating to the zipper lane.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Eastbound traffic from the leeward coast and western end of Oahu is especially heavy in the morning hours, particularly during the early morning commute into downtown Honolulu. The zipper lane was created as an express lane on the freeway to benefit carpooling commuters and mitigate traffic congestion, particularly during the morning rush hour.
The purpose of this Act is to require the department of transportation to conduct a study on the capacity and utilization of the zipper lane.
SECTION 2. (a) The department of transportation shall conduct a study on the capacity and utilization of the zipper lane.
(b) The department of transportation shall
submit a report of its findings and recommendations, including any proposed
legislation, to the legislature no later than twenty days prior to the
convening of the regular session of 2017.
SECTION 3. This Act shall take effect upon its approval.
