A BILL FOR AN ACT

 

 

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  In 2010, the Kalaeloa infrastructure master plan update suggested replacing the seventy-year old electrical system at Kalaeloa in order to serve the projected redevelopment needs of the area.  However, the aging electrical system remains in place today.  Additionally, since the electrical system does not meet standards established by the Hawaiian Electric Company, area businesses and organizations cannot connect to the public utility and instead must purchase electricity from the Navy.  As a result, organizations such as the Hawaii National Guard, stationed at Kalaeloa, must purchase electricity from the Navy at the high rate of $0.35 per kilowatt hour, amounting to over $600,000 in annual electricity costs.

     The legislature finds that implementation of the Kalaeloa energy corridor project will upgrade the electrical infrastructure, which will support redevelopment of the area and allow area businesses and organizations to purchase electricity at lower rates from the Hawaiian Electric Company.

     The purpose of this Act is to improve the electrical infrastructure at Kalaeloa by requiring the Hawaii community development authority to:

     (1)  Undertake and complete the Kalaeloa energy corridor project; and

     (2)  Submit annual reports to the 2017 through 2019 legislatures on the progress and actions taken to complete the Kalaeloa energy corridor project.

     SECTION 2.  The Hawaii community development authority shall undertake and complete the Kalaeloa energy corridor project at the Kalaeloa community development district as designated by section 206E-192, Hawaii Revised Statutes, and the surrounding areas.  The Kalaeloa energy corridor project shall meet the following specifications:

     (1)  A utility ductline shall run along lower Fort Barrette Road and Enterprise Avenue from Kapolei Parkway to Midway Road;

     (2)  A connecting ductline shall run along Saratoga Avenue from an existing electrical substation to the new ductline along Enterprise Avenue;

     (3)  The utility ductline shall be installed within the road rights-of-way of Fort Barrette Road and Enterprise Avenue;

     (4)  The utility ductline shall have a total length of approximately eight thousand four hundred feet with a cross-section of up to one and one-half feet by three feet and shall encase polyvinyl chloride conduits to separately hold electrical cables, telephone lines, and cable television lines;

     (5)  The utility ductline shall be installed predominantly under the road pavement at a depth of approximately five feet;

     (6)  The top of the utility ductline shall be approximately three feet below the ground surface;

     (7)  The electrical and communications cables in the utility ductline shall have laterals that connect with existing lines in the adjacent non-Navy properties located along Enterprise Avenue and Midway Road;

     (8)  Each of the electrical connections shall have associated electrical meters; and

     (9)  The specific location of the utility ductline within the rights-of-way shall be coordinated with the United States Navy and utility companies having existing facilities within the rights-of-way;

provided that these specifications meet the electrical standards set forth by the Hawaiian electric company in order to be connected to the grid.  In the event that these specifications do not meet the Hawaiian electric company’s standards, the Hawaii community development authority shall modify the specifications according to applicable Hawaiian electric company standards.

SECTION 3.  The Hawaii community development authority shall submit a report to the legislature no later than twenty days prior to the convening of the 2017, 2018, and 2019 regular sessions on the progress of implementing, and action taken to implement, the Kalaeloa energy corridor project.

     SECTION 4.  This Act shall take effect on July 1, 2050.
