A BILL FOR AN ACT

 

 

RELATING TO GOVERNMENT OPERATIONS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the state of New York has been successful in the implementation of lean concepts in government that are not focused on cutting positions, but rather on the goals of creating efficiencies and promoting effectiveness of government operations and services.  Building on this model, the goal of Hawaii's lean government advisory board will be to develop human resources by respecting, engaging, and developing state employees to be the best at their work.  In developing the carrying capacity and capability of state employees, the legislature can ensure the public that it is making good use of the resources to which it has been entrusted.

     The purpose of this Act is to establish a lean government advisory board to make recommendations for improving government efficiency.

     SECTION 2.  Chapter 27, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:

"Part     .  lean government advisory board

     §27-A  Lean; definition.  As used in this part, "lean" describes a business-oriented system for organizing and managing product development, operations, suppliers, and customer relations that creates precise customer value, expressed as providing goods and services with higher quality and fewer defects and errors, using less human effort, space, capital, and time than more traditional systems.

     §27-B  Lean government advisory board; established.  (a)  There is established within the department of human resources development, for administrative purposes, a lean government advisory board, which shall be composed of:

     (1)  The director of each principal department enumerated in section 26-4; and

     (2)  A member appointed by the governor who is familiar with lean principles.

     (b)  The member appointed by the governor shall serve as chairperson of the lean government advisory board.

     (c)  The members of the lean government advisory board shall serve without compensation, but shall be reimbursed for expenses, including travel expenses, incurred in the performance of their duties.

     §27-C  Lean government advisory board; duties.  (a)  The lean government advisory board shall apply lean principles to:

     (1)  Analyze the current operations and organization of state government;

     (2)  Identify inefficiencies in government operations; and

     (3)  Recommend improvements that will increase government efficiency and improve the delivery of government services.

     (b)  The lean government advisory board shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of each regular session."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2016-2017 for the department of human resources development to establish and administer the lean government advisory board.

     The sum appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 4.  In codifying the new sections added by section 2 of this Act, the revisor of statutes shall substitute appropriate section numbers for the letters used in designating the new sections in this Act.

     SECTION 5.  This Act shall take effect on July 1, 2030.
