A BILL FOR AN ACT

 

 

relating to human services.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that many disadvantaged individuals and families in the State, such as the homeless, former inmates, Compact of Free Association citizens, immigrants, and veterans, are in a transitional period in their lives.  The legislature further finds that these persons would benefit from the establishment and operation of a center that provides comprehensive educational, literacy, and support services.  The legislature supports the establishment of a comprehensive support service center that assists disadvantaged individuals and families as they transition from homelessness to shelters, and then to independent living in permanent housing.  The comprehensive support service center would provide a nurturing environment for disadvantaged individuals and families and would assist them with: securing transitional housing or shelter; developing basic literacy skills; training in computer use; searching for employment; completing job applications; and identifying appropriate social services and healthcare programs.  The comprehensive support service center would also provide basic educational opportunities for children and adults.

     The purpose of this Act is to appropriate moneys for the establishment and operation of a comprehensive support service center for disadvantaged individuals and families seeking transitional support services.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2016-2017 for the establishment and operation of a comprehensive support service center for disadvantaged individuals and families seeking transitional support services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2016.
