Proposes a constitutional amendment to divest the board of regents of UH from exclusive jurisdiction over internal structure, management, and operations of UH.

RELATING TO TEACHERS.

Authorizes an additional per year bonus for teachers who maintain current national board certification and teach at a title I school or a school in a focus, priority, or superintendent's zone school under the National Board Certification Incentive Program.  Authorizes an additional per year bonus through the end date of a teacher's national board certification, for teachers who received a bonus for teaching at a title I school or a school in a focus, priority, or superintendent's zone school under the National Board Certification Incentive Program, and continue teaching at that school after the school is no longer so classified.  (SD1)

RELATING TO EDUCATION.

Requires all public secondary schools to implement a school year that includes 990 student hours to all school years beginning with the 2015-2016 school year.  Clarifies that the definition of "student hours" shall be determined by the board of education in consultation with the exclusive representatives of the appropriate bargaining units.  (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Establishes an interagency working group consisting of the senate education committee chairperson, house of representatives education committee chairperson, superintendent of education, and comptroller, or their designees, and any other persons the superintendent of education or comptroller deem necessary.  Tasks the interagency working group with discussing various issues relating to Act 51, Session Laws of Hawaii 2004.  (SD1)

RELATING TO DUAL CREDIT PROGRAMS.

Renames the "running start program" as the "dual credit program".  Broadens participation to include public, private, and home-schooled high school students, including ninth and tenth graders.  Replaces a standardized test with an assessment.  Repeals tuition and fees requirement.  Requires that all additional qualifications be uniform across all campuses.  Appropriates moneys to the department of education and the University of Hawaii for positions.  (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Bars prohibition of student or class participation in a fundraiser or charitable activity in conjunction with a nonprofit organization as part of a school project when participation benefits student learning.  Requires the department of education to adopt reasonable objective criteria for the selection of fundraising activities and to include a strict prohibition against coercion or pressuring students or their families to participate in the fundraising activities.  (SD1)

RELATING TO PUBLIC SCHOOL LANDS.

Requires public school lands that are leased to benefit public educational purposes rather than simply to be used for public purposes.  Authorizes the Department of Education to enter into lease back agreements; provided that all leases are negotiated and processed by the Department of Accounting and General Services.  (SD1)

Allows the university laboratory school to conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet the University of Hawaii college of education's research requirements.
