Requires compliance with the Military Selective Service Act to be eligible for enrollment in a state-supported post-secondary institution, qualify for state financial assistance for post-secondary education, or be eligible for state or county employment or service. Provides exceptions.

RELATING TO ECONOMIC DEVELOPMENT. Establishes the China-Hawaii Economic Council to further economic relations between China and Hawaii. Appropriates money.

Places the state foundation on culture and the arts within the department of business, economic development, and tourism creative industries division instead of the department of accounting and general services. Designates the director of business, economic development, and tourism, instead of the comptroller, in selecting works of art for acquisition.

RELATING TO VETERANS DISABILITY BENEFITS. Exempts federal veterans disability benefits from seizure to enforce a court judgment, except for certain child and spousal support cases.

RELATING TO MILITARY BENEFITS. Prohibits courts, in making a disposition of property pursuant to a divorce decree, from considering federal disability benefits awarded to a military veteran.

RELATING TO FAMILY COURT. Prohibits courts from considering a person's federal veterans disability benefits in determining whether to award support and maintenance allowances or the amount of the allowance to the person's spouse or former spouse.

RELATING TO VEHICULAR TAXES. Provides for a state vehicle weight tax for a vehicle registered to certain permanently totally disabled veterans of $50 for a vehicle that has a net weight of ten thousand pounds or less, or $100 for a vehicle that has a net weight of more than ten thousand pounds.

RELATING TO VETERANS. Directs the DOH to establish a comprehensive suicide prevention program for veterans. Appropriates moneys.

RELATING TO FILIPINO VETERANS. Appropriates funds for burial grants for qualifying Filipino veterans to provide funeral and burial services and transportation of their remains to the Philippines.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
