Clarifies the qualification and term limit requirements for the board of directors of the Hawaii tourism authority.

RELATING TO TOURISM STIMULUS INITIATIVES.

Provides an income tax credit for qualified hotel construction and renovation for taxable years beginning in the period after December 31, 2014, through December 31, 2019.

RELATING TO TIME SHARING.

Provides cancellation rights to persons who contract to buy a short-term product in Hawaii.  Allows disbursement of purchasers' funds to a developer; provided that the developer first posts a bond, letter of credit, or other financial assurance.

RELATING TO SERVICE CHARGES.

Requires hotels to distribute porterage service charges to employees in full or disclose to customers that the charges are being used for other purposes.
