Appropriates funds to support anti-bullying and suicide prevention efforts in Hawaii's public schools.

RELATING TO HEALTH CARE.
Requires the State to pay costs assessed on low-income Compacts of Free Association residents and other lawfully present legal permanent residents who receive health care through the Hawaii Health Connector and would otherwise be eligible for Medicaid except for their citizenship status.  Requires the Department of Human Services to engage in community outreach.  Appropriates funds.

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.
Amend Act 217, Session Laws of Hawaii 2012, as amended by Act 141, Session Laws of Hawaii 2013 and Act 123, Session Laws of Hawaii 2014, to continue the Hospital Sustainability Program by extending the sunset date of the Act, updating the referral dates in the statute, and to revise the funding amount for the hospital sustainability program for fiscal year 2015-2016.  Effective June 29, 2015.

RELATING TO BACKGROUND CHECKS.
Expand the authority of the Department of Health to conduct background checks to include criminal history record check, adult abuse perpetrator and child abuse record checks, and certified nurse aide registry record checks for persons seeking employment with the State or its contractors where the work involves direct client care, and applicants and operators of healthcare facilities.

RELATING TO HEALTH.
Appropriates funds to continue administration of the Hawaii home visiting program, a hospital-based early identification designed to enhance health and safety outcomes and prevent child abuse and neglect, and ensure continuation of home visiting services in certain priority high-risk neighborhoods.

RELATING TO MENTAL HEALTH TREATMENT.
Removes the ten day time limit for setting a hearing date on a petition for assisted community treatment.  Allows for notice of continuation hearings to the subject to be served via the public defender.  Requires the court to appoint a guardian ad litem when the subject of a petition for assisted community treatment fails to appear at a hearing.  Removes provisions governing the appointment of a public defender.  Removes provisions allowing the court to order a subject to be examined by a licensed physician.
