RELATING TO AFFIRMATIVE CONSENT. Requires the University of Hawaii to act jointly with the board of regents to establish and enforce an affirmative consent standard for all policies and protocols relating to sexual assault, domestic violence, dating violence, and stalking. Effective 7/1/2050. (SD2)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Clarifies application of State Ethics Code to University of Hawaii technology transfer activities, provided that the activities comport with a regulatory framework and research compliance program approved by the board of regents of the University of Hawaii. Requires the board of regents to submit a written report to the legislature regarding its technology transfer activity regulatory program prior to the regular session of 2016. Effective 01/07/2059 and sunsets 06/30/2020. (SD2)

RELATING TO POST-SECONDARY EDUCATION. Clarifies that under the Hawaii Post-Secondary Education Authorization Program, institutions may request an administrative hearing pursuant to chapter 91, HRS, for proceedings concerning denials, suspensions, or terminations. Effective 01/07/2059. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII ACCOUNTING AND FINANCIAL MANAGEMENT SYSTEM. Amends the sunset provisions, with respect to the University of Hawaii's authority to maintain a separate accounting system, under sections 40-1, 40-2, 40-4, 40-6, 40-58, and 40-81, Hawaii Revised Statutes. (SD1)

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
