RELATING TO LIBRARIES. Updates chapter 312, Hawaii Revised Statutes, to accurately reflect long-standing board of education and Hawaii state public library system practice. (SD1)

RELATING TO PUBLIC SCHOOL LANDS. Requires public school lands that are leased to benefit public educational purposes rather than simply to be used for public purposes. Authorizes the DOE to enter into lease back agreements. (SD2)

RELATING TO TEACHERS. Authorizes an additional per year bonus for teachers who maintain current national board certification and teach at a school in a focus, priority, or superintendent's zone school under the National Board Certification Incentive Program. Authorizes an additional per year bonus through the end date of a teacher's national board certification, for teachers who received a bonus for teaching at a school in a focus, priority, or superintendent's zone school under the National Board Certification Incentive Program, and continue teaching at that school after the school is no longer so classified. RELATING TO EDUCATION. Requires all public secondary schools to implement a school year that includes 990 student hours to all school years beginning with the 2015-2016 school year. Clarifies that the definition of "student hours" shall be determined by the board of education in consultation with the exclusive representatives of the appropriate bargaining units. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 332 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-9421 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
