Requires public school lands that are leased to benefit public educational purposes rather than simply to be used for public purposes.  Authorizes the DOE to enter into lease-back agreements.

Transfers regulatory jurisdiction over private trade, vocational, and technical schools from the Department of Education to the Department of Commerce and Consumer Affairs.

RELATING TO THE PREAUDITS OF PROPOSED PAYMENTS.

Extends the fiscal flexibility and autonomy previously granted to the Department of Education until June 30, 2020, to allow the Department to continue to use its resources in a more cost-effective manner.

RELATING TO TEACHERS.

Authorizes an additional per year bonus for teachers who maintain current national board certification and teach at a school in a focus, priority, or superintendent's zone under the National Board Certification Incentive Program.

RELATING TO EDUCATION.

Authorizes Department of Education (DOE) employees and agents to volunteer to administer auto-injectable epinephrine to a student with anaphylaxis in an emergency situation.  Allows DOE to make arrangements to receive auto-injectable epinephrine supplies from manufacturers or suppliers.  Requires DOE to report on the status of implementation.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
