Provides cancellation rights to persons who contract to buy a short-term product in Hawaii.  Allows disbursement of purchasers' funds to a developer; provided that the developer first posts a bond.  Effective 07/01/2115.  (SD2)

RELATING TO MANUFACTURING.

Establishes and appropriates funds for the manufacturing development program, through which the high technology development corporation shall distribute grants to Hawaii manufacturers for various activities.  Effective 7/1/2050.  (SD2)

RELATING TO UNMANNED AERIAL SYSTEMS TEST SITES.

Establishes the Hawaii unmanned aerial systems test site chief operating officer position to, among other things, serve on the Pan-Pacific Unmanned Aerial Systems Test Range Complex management team.  Establishes an advisory board to oversee and manage unmanned aerial systems test site operations.  Appropriates funds to staff and operate Hawaii's unmanned aerial systems test site activities.  Takes effect on 7/1/2050.  (SD2)

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS SPECIAL FUND.

Establishes the Pacific international space center for exploration systems special fund for the operation, maintenance, and management of the Pacific international space center for exploration systems' projects, facilities, services, and publications.  Effective 7/1/2050. (SD1)

RELATING TO STARLIGHT RESERVE.

Changes the Starlight Reserve advisory committee from a temporary committee to a permanent committee.  Amends the office of Hawaiian affairs' representative on the committee.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to two minutes.  This two minute policy will be enforced to ensure fairness and adequate consideration of all bills.
