For counties with a population of five hundred thousand or more:  requires a public hearing before the liquor commission on an application for a liquor license to be held not less than thirty days after the first public notice for the hearing.

RELATING TO OMNIBUS HAWAI‘I RESILIENCE AND SUSTAINABILITY STRATEGY.

Makes various appropriations for the Hawai‘i resilience and sustainability strategy.  Effective 7/1/2050.  (SD2)

RELATING TO HIGH TECHNOLOGY.

Defines "industrial park" to include broadband cable landing and connectivity infrastructure facility development.  Requires the board of directors of the high technology development corporation to establish advisory subcommittees to make recommendations to the board.  Requires a report to the governor and the legislature in 2016 regarding the formation of the sub-committees and their plans to develop industrial parks in conjunction with broadband cable landing and connectivity infrastructure facilities. RELATING TO PROCUREMENT OF PROFESSIONAL SERVICES.

Authorizes requests for alternative procurement in accordance with rules adopted by the procurement policy board in situations of fewer than three qualified persons for procurement of professional services.  (SD1)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Allows the natural energy laboratory of Hawaii authority to enter into inter-agency agreements with the department of business, economic development, and tourism without a memorandum of agreement or memorandum of understanding.  Specifies required terms for inter-agency agreements.  Provides enterprise zone incentives for qualified renewable energy technology business activity within the enterprise zone.  (SD1)

RELATING TO FOOD.

Requires cottage food operators, who produce non-potentially hazardous food products in a home kitchen or farm kitchen for direct sale to consumers, to obtain a cottage food operation permit from the department of health.  Effective 01/02/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:  19 copies (including an original) to Room 313 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8459 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to two minutes.  This two minute policy will be enforced to ensure fairness and adequate consideration of all bills.

 

If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-8435 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.  Prompt requests submitted help to ensure the availability of qualified individuals and appropriate accommodations.
