RELATING TO EMPLOYMENT AGREEMENTS. Prohibits noncompete agreements and restrictive covenants that forbid post-employment competition of employees of a technology business.

RELATING TO INCOME TAX CREDITS. Raises the motion picture income tax credit for productions in a county with a population of seven hundred thousand or less. Requires the taxpayer claiming the tax credit to verify the county residency of local hires.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Exempts NELHA from the state procurement code when purchasing replacement parts and repair and maintenance services for equipment associated with the seawater delivery system unless agreement requires otherwise.

RELATING TO INNOVATIVE BUSINESS INTERACTION. Establishes an innovative business interaction program under DBEDT, with the assistance of the Hawaii tourism authority. Increases the transient accommodations tax revenues deposited into the tourism special fund by an amount to be used for the program.

RELATING TO BROADBAND ACCESS AVAILABILITY IN RESORT AREAS. Establishes a task force to create a master plan for the availability of universal high speed broadband access in Waikiki and other resort areas.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit testifiers to two minutes. This two minute policy will be enforced to ensure fairness and adequate consideration of all bills.
