RELATING TO PROCUREMENT. Establishes a process for special innovative procurement and generates a framework for public-private partnership in Hawaii. Appropriates funds for a temporary position to assist the Procurement Policy Board. Appropriates funds for the Hawaii Health Systems Corporation to procure services to develop a master plan for the Samuel Mahelona Memorial Hospital and Kauai Veterans Memorial Hospital. (SB1228 HD1)

RELATING TO LIQUOR COMMISSIONS. Requires county liquor commissions to prescribe regulations on dancing in establishments licensed to serve alcohol through the adoption or amendment of administrative rules. (SB868 HD1)

RELATING TO THE LIQUOR COMMISSION. For counties with a population of five hundred thousand or more: requires a public hearing before the liquor commission on an application for a liquor license to be held not less than thirty days after the first public notice for the hearing.

RELATING TO ENERGY. Requires PUC to establish community-based renewable energy tariff or tariffs to take effect by January 1, 2016. Defines community-based renewable energy tariff. Provides that projects up to one megawatt are subject to streamlined and standardized interconnection approval processes established by PUC and projects greater than one megawatt are subject to PUC's individualized review and approval. RELATING TO ENERGY. Requires separate electricity utility metering of nonresidential and residential condominium units in all mixed-use condominium projects. Authorizes condominium boards to also authorize separate metering of other utilities and up to half of the cost of installing the meters to be subsidized. (SB488 HD1)

RELATING TO ON-BILL PROGRAMS. Exempts electric utilities acting as billing and collections agents for an on-bill program from various state taxes and state laws regulating financial institutions, escrow depositories, or collection agencies. (SB1096 HD1)

RELATING TO INSURANCE. Makes various updates to title 24 of the Hawaii Revised Statutes, relating to insurance, including: making fees consistent for applications and services provided by the insurance division of the department of commerce and consumer affairs to purchasing groups, foreign risk retention groups, insurers subject to chapter 431, HRS, fraternal benefit societies, mutual benefit societies, health maintenance organizations, and dental insurers; enabling the insurance division to recover certain administrative costs associated with the applications process and services provided by the division; and making housekeeping amendments. RELATING TO INSURANCE. Requires insurers who provide health care coverage to provide coverage for medically necessary health care services covered by a health insurance policy when provided by licensed naturopathic physicians acting within their scope of practice. Specifies that health care services provided by naturopathic physicians may be subject to certain limitations. Specifies that limitations shall not direct treatment in a manner that unfairly discriminates against the practice of naturopathic medicine. Permits insurers to require naturopathic physician services to be provided by a naturopathic physician under contract or covered as consistent with out-of-network provider reimbursement practices. Including the federal nondiscrimination in health care provision of Section 2706(a) of the Affordable Care Act. (SB1217 HD1)

RELATING TO HEALTH INSURANCE. Proposed HD1: Defines the term "habilitative services" to mean health care services, including but not limited to physical and occupational therapy, speech-language therapy, speech and swallowing therapy, applied behavior analysis, medical equipment, orthotics, and prosthetics, that help a person keep, learn, or improve skills and functioning for daily living. RELATING TO HEALTH. Requires health insurers, mutual benefit societies, and health maintenance organizations to post and update information on drug formularies on their websites for the benefit of insureds, potential insureds, and providers. RELATING TO TOWING. Clarifies when a towing company must release a vehicle to its owner, if the owner arrives on the scene after the vehicle has been hooked up to the tow truck. RELATING TO CHAPTER 245, HAWAII REVISED STATUTES. Expands the definition of "tobacco products". Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes or tobacco products. RELATING TO ENHANCED 911 SURCHARGES. Establishes an unspecified prepaid wireless E911 surcharge per retail transaction of prepaid wireless telecommunications service at the point of sale. Allows sellers to deduct and retain 3 per cent of the surcharge that is collected. Requires the amounts collected by the enhanced 911 board to be placed in the enhanced 911 fund. (SB193 HD1)

· Testifier's name with position/title and organization;

· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
