Allows those applying for liquor licenses to present a certificate of vendor compliance issued by Hawaii compliance express to establish they do not owe delinquent taxes, penalties, or interest. (HB293 HD1)

RELATING TO EMPLOYMENT AGREEMENTS.

Prohibits noncompete agreements and restrictive covenants that forbid post-employment competition for employees of a technology business. (HB1090 HD1)

RELATING TO THE CONSUMER ADVOCATE.

Clarifies section 269-15(a), Hawaii Revised Statutes, so that the Public Utilities Commission may order the Consumer Advocate, rather than the Director of the Department of Commerce and Consumer Affairs, to appear in regulatory proceedings initiated by the Commission to enforce chapter 269, Hawaii Revised Statutes, and related requirements.

RELATING TO POST-SECONDARY EDUCATION.

Clarifies that under the Hawaii Post-Secondary Education Authorization Program, institutions may request an administrative hearing pursuant to chapter 91, HRS, for proceedings concerning denials, suspensions, or terminations.

Includes hydroelectric facilities that generate up to an unspecified limit of kilowatts of electricity as a permissible use on agricultural lands if the hydroelectric facilities are accessory to agricultural activities and if certain other conditions are met. (HD1)

RELATING TO ENVIRONMENTAL PROTECTION.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony no later than 24 hours prior to the hearing. Persons submitting testimony on the day of the hearing MUST submit 22 copies at the hearing. Staff will not be able to make copies. Testimony should indicate:

     Testifier's name with position/title and organization;

     The Committee(s) to which the comments are directed;

     The date and time of the hearing; and

     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
