RELATING TO INSURANCE. Requires the auditor to conduct a study on the feasibility of the State of Hawaii establishing a captive insurance company to manage the State's property and casualty insurance risks. Appropriates funds for the feasibility study.

RELATING TO LONG-TERM CARE INSURANCE. Requires the 30-day termination notices to be sent by certified mail or commercial delivery service instead of first-class mail. Requires a 60-day grace period to reinstate coverage under a lapsed policy where cognitive impairment or loss of functional capacity is involved.

RELATING TO INSURANCE. Establishes the Hawaii Property and Health Association to manage and guide the operation of the Hawaii Property Insurance Association, Hawaii Hurricane Relief Fund, and Hawaii Health Insurance Exchange.

RELATING TO THE HURRICANE RESERVE TRUST FUND. Requires the interest and other moneys earned on the principal of the hurricane reserve trust fund to be deposited into the trust fund instead of being diverted to the general fund.

RELATING TO REAL ESTATE BROKERS AND SALESPERSONS. Prohibits a real estate broker or salesperson for a seller of real estate from acting in a manner that prevents a prospective buyer from being able to retain a real estate broker or salesperson.

RELATING TO REAL ESTATE SELLER DISCLOSURE. Clarifies that the required disclosure of documents by a seller for residential real property that is subject to restrictions or conditions on use applies to documents that are within a seller's knowledge or control. Takes effect on November 1, 2015.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Amends the residential landlord-tenant code to allow the security deposit to be used for unpaid charges, penalties, and fees that were agreed to by the landlord and tenant pursuant to the rental agreement.

RELATING TO PARTITION OF HEIRS PROPERTY. Adopts Uniform Partition of Heirs Property Act. Establishes procedures and remedies for use in actions for partition of real property involving heirs property (real property held in tenancy in common that meets certain requirements).

RELATING TO TAXATION. Requires a tax clearance before a professional or vocational license may be issued or renewed. Applies to taxable years beginning after 12/31/2016.

RELATING TO DENTISTRY. Grants the board of dental examiners the power to issue cease and desist orders for the unlicensed practice of dentistry and for any other act or practice in violation of the dental licensing laws.

RELATING TO PSYCHOLOGISTS. Amends the continuing education requirement for psychologists to include at least three credit hours of ethics training and at least two credit hours of domestic violence training.

RELATING TO PSYCHOLOGY. Expands doctoral degree requirement for licensing of psychologists to include additional doctoral programs accredited by the American Psychological Association.

RELATING TO PHARMACY BENEFIT MANAGERS. Authorizes a pharmacy benefit manager to establish a maximum reimbursement amount for a drug if the drug is available in the State at a unit price at or below that amount.

RELATING TO CRUELTY TO ANIMALS. Makes performing or assisting with a surgical claw removal, declawing, onychectomy, or tendonectomy on any domesticated cat a misdemeanor.
