HOUSE CONCURRENT

RESOLUTION

 

 

urging the state and countY to require that the design and construction of public buildings, facilities, and sites meet or exceed the leadership in energy and environmental design silver or two green globes rating system.

 

 

 


     WHEREAS, it is in the best interest of the State and the counties to encourage and strive for sustainability, including using products that require fewer resources to produce, use less energy, and are recyclable; and

 

     WHEREAS, the construction of state and county buildings, facilities, and sites often requires significant financial and environmental resources, especially when they are not designed with green products or conservation in mind; and

 

     WHEREAS, Leadership in Energy and Environmental Design certified buildings are often less expensive to operate, thereby freeing financial and employee resources for more productive purposes, including economic development and job creation; and

 

     WHEREAS, energy efficient buildings also improve occupants' experiences, enhance worker productivity, increase building environmental quality, require less maintenance, and have a higher market value than comparable buildings; and

 

     WHEREAS, to ensure that state and county agencies are not only promoting sustainability, but also setting an example for all new construction in the State, state and county agencies should design and construct public buildings, facilities, and sites with the intention of obtaining Leadership in Energy and Environmental Design certification; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the State and counties are urged to require that all new state and county buildings, facilities, and sites be designed and constructed with the intent to meet or exceed the Leadership in Energy and Environmental Design silver or two green globes rating system, and obtain the certification following construction; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Comptroller, the Director of Transportation, the Chairperson of the Board of Education, the Chairperson of the Board of Regents of the University of Hawaii, and the Mayor of each county.
