HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of business, economic development, and tourism to prioritize the developmenT of kapolei into a job center in support of the state and the city and county of honolulu's policies to develop kapolei into Oahu's "secondary urban center".

 

 


     WHEREAS, the State and the City and County of Honolulu have longstanding policies to direct development to Kapolei to manage urban growth, preserve open space, and protect the State's unique environment; and

 

     WHEREAS, Kapolei, recognized as Oahu's "Secondary Urban Center", is a city where major economic activity should occur and government services should be offered to residents; and

 

     WHEREAS, the State has supported Kapolei's growth through the development and construction of the University of Hawaii at West Oahu, Kapolei's State Office Building and Judiciary Building, Villages of Kapolei, and the creation and expansion of Kalaeloa Harbor; and

 

     WHEREAS, a significant number of residents live in West Oahu and Central Oahu; however, the majority of jobs are still in Honolulu, and this has led to Honolulu being designated as the most congested metropolitan area in the United States and the second most congested metropolitan area in the world in 2014; and

 

     WHEREAS, West Oahu's population growth has outpaced job growth and is exacerbating traffic congestion, diminishing the quality of life of many of Oahu's residents and resulting in an increase in taxes to fund traffic solutions; and

 

     WHEREAS, the Department of Business, Economic Development, and Tourism currently does not have a specific program that supports the development of Kapolei as Oahu's "Secondary Urban Center"; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Department of Business, Economic Development, and Tourism and attached agencies are requested to prioritize the development of Kapolei into a job center in support of the State and the City and County of Honolulu's policies to develop Kapolei into Oahu's "Secondary Urban Center"; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to set goals and develop a strategy and implementation plan to steer economic development, including jobs, housing, emerging industries, and education, to Kapolei and truly make it Oahu's "Secondary Urban Center"; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to work with businesses and business groups, such as the Kapolei Chamber of Commerce, to determine a program of incentives that will effectively encourage more companies to locate or relocate to Kapolei; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to ensure that the incentives are available to any business, regardless of industry, that meets the established criteria developed by the Department of Business, Economic Development, and Tourism in cooperation with businesses and business groups, such as the Kapolei Chamber of Commerce; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Director of Business, Economic Development, and Tourism; Chairperson of the Hawaii Community Development Authority; Mayor of the City and County of Honolulu; and Executive Director of the Kapolei Chamber of Commerce.
