A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The department of education operates Hawaii's public school system on a $1,700,000,000 budget that consists primarily of funds from the State.  For fiscal biennium 2013-2015, the program costs of the department of education constituted more than fifteen per cent of the executive branch's total program costs.

     The purpose of this Act is to require a comprehensive financial, management, and program audit of the department of education to assist the department, board of education, legislature, and executive branch in identifying and addressing any issues necessary to improve the operations of the department.

SECTION 2.  (a)  The auditor shall conduct a comprehensive financial, management, and program audit of the department of education that shall:

     (1)  Focus on efficiency of operations of the department of education;

     (2)  Focus on best practices for the entire department of education; and

     (3)  Identify any duplication of services and any excessive or wasteful spending by the department of education.

     (b)  The audit shall be concluded no more than eighteen months after it begins.

     SECTION 3.  The auditor shall submit a report of the auditor's findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2017.  The recommendations shall address any deficiencies identified as a result of the audit.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 to conduct a comprehensive financial, management, and program audit of the department of education pursuant to section 2 of this Act.
     The sums appropriated shall be expended by the auditor for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2015.
