A BILL FOR AN ACT

 

 

relating to the department of education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 302A-1301, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

     "(b)  Not less than seventy per cent of appropriations for the total budget of the department, excluding debt service and capital improvement programs and appropriations for agencies administratively attached to the department, shall be expended by principals[.]; provided that beginning with the 2015-2016 fiscal biennium, the percentage of appropriations required to be expended by principals shall be increased annually by two per cent for ten years, at which point ninety per cent of appropriations for the total budget of the department, excluding debt service and capital improvement programs and appropriations for agencies administratively attached to the department, shall be expended by principals or for direct, school-related expenses."

     SECTION 2.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.
     SECTION 3.  This Act shall take effect on July 1, 2015.
