RELATING TO FIREARMS.

Prohibits state and county law enforcement officers who are authorized to carry firearms from consuming alcohol or ingesting prescription medications that would impair the judgment or physical response of the employee while carrying a firearm.  Prohibits the consumption of alcohol for an unspecified number of hours prior to carrying a firearm.

Deletes the sunset provision for the liability exception for county lifeguards and damages caused by dangerous natural conditions when certain warning signs are posted.

RELATING TO PUBLIC LANDS.

Establishes a 2-year pilot project to resolve user conflicts on public recreational lands by convening one working group within each county to identify and implement management strategies through the execution of a written agreement between interested parties.  Appropriates $400,000.  Effective 07/01/2014.

RELATING TO STATE WATER CODE.

Requires a private person or entity to obtain a permit to withdraw ground water in certain counties.  Establishes certain counties as a designated water management area.

Establishes a permit that excepts sustainable living research and sites from certain county codes, ordinances, and rules.
