RELATING TO ACCESS TO JUSTICE.
Establishes the Hawaii justice league program to provide loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii.  Provides for loan repayments by the University of Hawaii William S. Richardson school of law.  Creates the Hawaii justice league special fund.  Effective 07/01/50.  (SD1)

RELATING TO MINIMUM WAGE.
Increases minimum wage rate to $8.20 per hour beginning on 01/01/15, $9.15 per hour beginning on 01/01/16, and $10.10 per hour beginning on 01/01/17.  Repeals the tip credit.  Authorizes the department of labor and industrial relations to adjust the minimum hourly wage to the nearest 5 cents based on the Honolulu region consumer price index beginning on 09/30/17 and on September 30 of each year thereafter to take effect on the following January 1.

Provides that agencies entering into energy performance contracts receive budget appropriations and have access to financing options; that an energy performance contract has a maximum term of 25 years, including the construction period; and that agencies implementing performance contracts provide annual reports to the Department of Business, Economic Development, and Tourism.  Includes housekeeping measures.  (SD1)

RELATING TO APPOINTMENT OF EXEMPT PERSONNEL IN THE DEPARTMENT OF HUMAN SERVICES FOR THE STATE MEDICAL ASSISTANCE PROGRAMS.
Authorizes the director of human services to appoint and employ professional staff, not subject to chapter 76, Hawaii Revised Statutes, when in the determination of the director the services to be performed are unique and essential to the execution of the functions of the state medical assistance programs.  Effective 7/1/2050.  (SD1)
