RELATING TO AGRICULTURE.

Requires the Agribusiness Development Corporation and the University of Hawaii College of Tropical Agriculture and Human Resources to design a program that creates new farmers by identifying emerging crops and productive uses for lands managed by the Agribusiness Development Corporation and designing a program to prepare a workforce to cultivate these lands.  Requires the Agribusiness Development Corporation and the Department of Agriculture to develop a coordinated land management strategy to promote diversified agriculture, support emerging and specialty crops, and maximize agricultural development.  Requires the Agribusiness Development Corporation, the Department of Agriculture, and the University of Hawaii College of Tropical Agriculture and Human Resources to coordinate and provide technical support to farmers to identify emerging and promising crops and support and cultivate successful agricultural businesses.  (SD1)

RELATING TO INSURANCE.

Prohibits rescission of coverage under health benefit plans in most circumstances; requires written notice prior to rescission.  Clarifies a requirement with regard to companies with general casualty insurance authority.  Clarifies retention requirements for tax records for surplus line brokers and independently procured insureds.  Allows the insurance fraud investigations branch to take appropriate action in certain instances.  Includes long-term care insurance as part of limited benefit health insurance.  Amends definitions relating to captive insurance companies.  Specifies certain rate making requirements for managed care plans.  Makes other amendments to conform to National Association of Insurance Commissioners model laws and the federal Patient Protection and Affordable Care Act.  (SD1)

Adopts revisions to the National Association of Insurance Commissioners' model laws on Credit for Reinsurance Model Act (Part I), Standard Valuation Law (Part II), Standard Nonforfeiture for Life Insurance (Part III), and Insurance Holding Company System Regulatory Act (Part II).  Takes effect on 7/1/2014.  Part I takes effect on 1/1/2015.  (SD1)

RELATING TO LIQUOR LICENSE CLASSES.

Removes requirement that a class 14 brewpub licensee manufacture not more than thirty thousand barrels of malt beverages on the licensee's premises during the license year.  Establishes a new class 18 liquor license class for small craft producer pubs.  Makes conforming amendments relating to liquor license classes.  (SD1)

RELATING TO CLIMATE CHANGE.

Addresses climate change adaptation by establishing the interagency sea level rise vulnerability and adaptation committee under the department of land and natural resources to create a sea level rise vulnerability and adaptation report that addresses sea level rise impacts statewide to 2050.  Tasks the office of planning with establishing and implementing strategic climate adaptation plans and policy recommendations using the sea level rise vulnerability and adaptation report as a framework for addressing other statewide climate impacts identified under Act 286, Session Laws of Hawaii 2012.  Appropriates funds for staffing and resources.  (SD1)

RELATING TO THE MODERNIZATION OF THE HAWAII ELECTRIC SYSTEM.

Requires the public utilities commission to initiate a proceeding no later than July 1, 2014, to address the technical, policy, and economic issues associated with the modernization of Hawaii's electricity grids.  Requires the division of consumer advocacy to represent the interests of all consumers at the proceeding.  Appropriates funds to the commission and division of consumer advocacy.  Takes effect 7/1/2050.  (SD1)

Authorizes the issuance of special purpose revenue bonds to assist Clean Communities, LLC, to process sewage to create sewage derived fuel.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Increases the amount of excess revenues allocated for certain purposes subject to the mutual agreement of the board of land and natural resources and the board of directors of the Hawaii tourism authority in accordance with the Hawaii tourism authority strategic plan to $10,000,000.  Allocates $5,000,000 of the $10,000,000 to the division of conservation and resource enforcement.  (SD1)
