RELATING TO THE ENDANGERED SPECIES RECOVERY COMMITTEE.

Amends the composition of the Endangered Species Recovery Committee by adding a member possessing a background in native Hawaiian traditional and customary practices.

Status

RELATING TO MAUNA KEA.

Requires the calculation of the pro rata share of ceded land revenues for the lease of Mauna Kea lands to be based upon the fair market value of using the lands and that twenty per cent of these revenues be transferred to the Public Land Trust Fund.  Effective July 1, 2525.  (HB1689 HD1)

Status

RELATING TO OCEAN RESOURCES.

Directs the Department of Land and Natural Resources (DLNR) to conduct a study of Pohoiki Bay in order to resolve conflicts among the users of the Bay.  Requires DLNR to establish a DOCARE position for the Pohoiki Bay area to be funded through geothermal royalties.  (HB2552 HD1)

RELATING TO SMALL BOAT HARBORS.

Requires that a person be 18 years or older prior to obtaining or being placed on a waitlist to obtain a permit to moor a vessel in a state small boat harbor.

RELATING TO PUBLIC LANDS.

Requires BLNR to conduct at least two public hearings on the issuance, amendment, renewal, or termination of leases to the existing Banyan drive lessees under Act 55, SLH 2000.

RELATING TO STATE NAMING COMMISSION.

Establishes an advisory commission in DLNR to propose names or a change of names for state buildings, parks, and facilities.

RELATING TO HISTORIC PRESERVATION.

Provides that historic properties shall be over seventy-five years old.  Provides that nothing in chapter 6E, HRS, shall be construed to require a review by the DLNR for residential property that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.

Status

RELATING TO ZONING.

Authorizes the counties to permit the amortization or phasing out of nonconforming single-family transient vacation rental units in an area of any zoning classification.

Status

RELATING TO LAND USE COMMISSION.

Requires the land use commission to automatically reevaluate boundary amendment decisions after 10 years if the landowner has not made efforts to use the land in accordance with the boundary amendment.  (HD1)

Status

RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities.  Authorizes the State to quitclaim ownership of roads in favor of counties.  Effective July 1, 2214.  (HB1728 HD1)

Status

RELATING TO IRRIGATION.

Provides that irrigation project water shall be used to irrigate pasture land in all projects.  Provides that agricultural land shall first be served with water in times of drought or short supply.

Persons wishing to offer comments should submit testimony no later than 6:00 pm the night prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
