RELATING TO PUBLIC WORKS OF ART. Amends the criteria for the works of art to be commissioned to honor the late U.S. Senator Daniel K. Inouye and the late U.S. Representative Patsy T. Mink pursuant to Act 281, SLH 2013. Amends the appropriation to an adequate sum for each year of the 2013-2015 fiscal biennium.

RELATING TO THE HAWAII STATE CAPITOL AREA. Designates the walkway behind the capitol building as Memorial Mall. Creates a working group to design bronze plaques and kahili to portray Hawaiian rulers in perpetuity and to interchange the Queen Lili‘uokalani statue located on the grounds of the capitol building with the Eternal Flame memorial on Beretania street.

RELATING TO TUITION ASSISTANCE. Broadens the scope of tuition assistance to Hawaii National Guard members working toward a post-secondary educational degree with priority given under specified conditions. Appropriates funds. Effective July 1, 2014.

RELATING TO THE DEPARTMENT OF DEFENSE. Establishes the position of director of defense as the head of DOD. Requires the commission on salaries to recommend the director's salary. Adjusts the position of the adjutant general to a vice director. Eliminates the use of military allowance tables in setting the salary of the adjutant general. Repeals the position of deputy adjutant general.

RELATING TO VETERANS. Requires notation of veteran status on state driver's licenses and identification cards if desired by the applicant. |

MAKING AN APPROPRIATION FOR THE VETERANS TREATMENT COURT. Appropriates funds to support the veterans treatment court. Effective July 1, 2014.

RELATING TO HUNTING LICENSES. Establishes a lifetime hunting license for qualified disabled veterans and veterans who have received a purple heart.

RELATING TO GOLD STAR FAMILY DAY. Designates the last Sunday in September as "Gold Star Family Day".

RELATING TO MEMORIALS. Appropriates funds for the planning, design, and construction of a Hawaii Gulf War Memorial to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans' cemeteries statewide. Effective July 1, 2014.

RELATING TO VETERANS. Authorizes the issuance of GO bonds for the construction of a long-term care facility for veterans contingent upon the receipt of federal funds. Effective July 1, 2014.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

FAX: For testimony less than 5 pages in length, transmit to 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through the website); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
