RELATING TO HOUSING.

Establishes a rental deposit loan program within the Hawaii housing finance and development corporation to assist low income and homeless individuals and families in obtaining affordable rental housing.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR STATE AND COUNTY EMPLOYEES.

Allows the State and counties to perform criminal history record checks on employees, prospective employees, volunteers, and contractors whose positions allow them access to sensitive information, firearms, and secured areas and on employees, prospective employees, volunteers, and contractors whose positions require them to work with county community-based programs for children.

RELATING TO CHILDREN.

Makes an appropriation to the department of public safety for programs and services for children of incarcerated parents and to assist with family reunification.

RELATING TO VICTIMS' RIGHTS.

Requires the Department of Public Safety to give notice of the escape of a prisoner who is a domestic violence offender to each victim of the domestic violence and individuals protected by a restraining order against the escapee, immediately following the escape by the most reasonable and expedient means available.
