RELATING TO HAWAII LABOR RELATIONS BOARD.

Amends the procedures by which regular and acting members of the Hawaii Labor Relations Board are appointed by requiring the Governor, subject to certain limitations, to appoint: (1)  The representative of the public; (2)  The representative of management, after first considering a list of nominees submitted by the counties; and (3)  The representative of labor from a list submitted by mutual agreement by the exclusive representatives.  (HB2496 HD1)

RELATING TO LABOR.

Provides that compromises for workers' compensation claims reached as a result of a third-party liability claim or action do not require the approval of the Director of Labor and Industrial Relations.  Effective July 1, 2014.  Repealed June 30, 2016.

RELATING TO PUBLIC ORDER.

Establishes the criminal offense of unlawful distribution of sexual representation to prohibit the unconsented reproduction, distribution, exhibition, publication, transmission, or other dissemination of a representation of a nude person or of a person engaging in sexual conduct.  (HB1750 HD1)

RELATING TO CRIME.

Adds sadomasochistic abuse as an element of the offense of prostitution.  Amends the offense of solicitation of a minor for prostitution.  Exempts a person not more than two years older than the minor convicted of solicitation of a minor for prostitution from registration as a sex offender.  Clarifies sentencing of repeat offenders and enhanced sentences for repeat violent and sexual offenders.  (HB1926 HD1)

RELATING TO DISTRICT COURT JURISDICTION.

Increases the maximum claim amount that determines district court jurisdiction in civil cases from $25,000 to $40,000.

Makes it a violation to falsely present an animal as a service animal if that animal is not individually trained to do work or perform tasks for the benefit of an individual with a disability.  (HB1420 HD1)

RELATING TO A FIDUCIARY'S STANDARD OF CARE AND PERFORMANCE.

Accommodates the formation of directed trusts by specifying standards of care and performance for fiduciary actions subject to an advisor's authority under the terms of the trust.  (HB1300 HD1)
