RELATING TO HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Authorizes residential development on certain specified parcels of land owned by the Office of Hawaiian Affairs in Kakaako.  Requires applicants for residential development to hold a public hearing regarding a plan or proposal for residential development in Kakaako and consider all written and oral submissions from the hearing prior to submitting the plan or proposal to HCDA for approval.  Requires HCDA to hold a public hearing and fully consider all written and oral submissions received at the hearings held by the applicant and the HCDA prior to approving any plan or proposal for residential development.  Establishes a Kakaako makai association fee and Kakaako makai special account to fund various public services and projects in Kakaako.  Exempts the Office of Hawaiian Affairs from section 206E-12, regarding the dedication of public facilities by developers as a condition of development in Kakaako.  (SD1)

RELATING TO ONLINE PROTECTION OF INDIVIDUAL RIGHTS.

Applies provisions in chapter 481B, part II, relating to civil liability for bad faith registration of a domain name, determining bad faith intent, and good faith exception to individuals and business entities.  Effective 07/01/2050.  (SD1)

RELATING TO THE RETENTION OF BIOLOGICAL EVIDENCE.

Amends guidelines and limitations for the post-conviction retention of biological evidence by law enforcement agencies and the courts.  Provides procedures for agencies to dispose of retained evidence and for defendants to file objections to proposed disposals.

RELATING TO THE RETENTION OF BIOLOGICAL EVIDENCE.

Proposed SD1: Amends guidelines and limitations for the post-conviction retention of biological evidence related to felony cases by various agencies and the courts. Provides procedures for agencies to dispose of certain retained evidence and for defendants to file objections to proposed disposals.

RELATING TO PROCUREMENT.

Provides that the requirement for persons licensed under chapter 444, Hawaii Revised Statutes, to defend a governmental body, or its officers, employees, or agents from claims arising out of the contractor's performance under the contract shall not extend beyond the expiration of the time limitation in section 657-8, Hawaii Revised Statutes.  Takes effect 7/1/2050.  (SD1)

RELATING TO CAREGIVING.

Requires hospitals to allow patients the opportunity to designate a caregiver.  Requires hospitals to include designated caregiver in patient's medical record, notify caregiver prior to patient's transfer or discharge, consult with caregiver about patient's discharge plan, and instruct designated caregivers in after-care.  Effective 7/1/2050.  (SD1)

RELATING TO ASSAULT OF SPORTS OFFICIALS.

Makes it a Class C felony to assault a sports official as a result of the performance of duty at a sports event.
