Amends section 92-7(a), HRS, to clarify how proposed adoption, amendment, or repeal of administrative rules may be described in public agency meeting agendas.

RELATING TO FORENSIC IDENTIFICATION.

Clarifies the grading of the offense of refusal or failure to provide specimen for forensic identification by grading an intentional or knowing violation as a class C felony, and a negligent or reckless violation as a misdemeanor offense.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Makes appropriations for claims against the State, its officers, and its employees.

MAKING EMERGENCY APPROPRIATIONS FOR COLLECTIVE BARGAINING COST ITEMS.

Provides fund authorizations and appropriations for all collective bargaining cost items for salary increases and other wage related costs in the arbitrated settlement for Unit 11 and its excluded counterparts for fiscal biennium 2011-2013.

      Status & Testimony

RELATING TO CAMPAIGN SPENDING.

Replaces chief election officer with office of elections in section 11-426, repeals references to a tax deduction in section 11-426 and all of section 11-424.

RELATING TO CAMPAIGN SPENDING.

Corrects mistaken reference to section of Hawaii Revised Statutes that was meant to exempt from contribution limits contributions from immediate family, rather than from contractors.
