RELATING TO WORKERS' COMPENSATION.

Imposes a penalty on an employer who does not pay an employee temporary partial disability benefits within fourteen calendar days after the end of the employee's customary work week.  Clarifies that an eligibility determination for disability benefits depends on the employee's entire record and the failure of the attending physician to certify a specialized form provided by the employer or the department does not disqualify the employee from disability benefits.

Increases the monetary jurisdictional limit of small claims court involving cases for recovery of money and cases for the return of leased or rented personal property.

Specifies the manner of serving summons within the State for a civil action.

RELATING TO THE RETENTION OF BIOLOGICAL EVIDENCE.

Amends guidelines and limitations for the post-conviction retention of biological evidence by law enforcement agencies and the courts.  Provides procedures for agencies to dispose of retained evidence and for defendants to file objections to proposed disposals.

RELATING TO ANIMAL CRUELTY.

Prohibits the slaughtering or trafficking of dogs or cats for human consumption.

RELATING TO MEMBERS OF CONGRESS.

Provides that when a candidate other than the incumbent is elected to Congress, and the incumbent vacates the office prior to the expiration of the incumbent's term, the Governor must appoint the member-elect to immediately fill the vacancy.
