RELATING TO YOUTH.

Requires the office of youth services to coordinate a five-year safe places for youth pilot program to establish a network of safe places where youth can access safety and services.  Establishes the position of safe places for youth program coordinator.  Establishes rules to allow minors to consent to enter the safe places program and provide immunity from liability to safe place providers and other related service providers.  Makes appropriation.

Establishes and appropriates funds for the medicaid buy-in program for workers with disabilities.  Effective 7/1/14.

Appropriates funds for the redevelopment, design, and construction of the Hawaii public housing authority administrative offices on School street and the creation of an elderly-only housing complex.

RELATING TO UNIVERSAL CHILDREN'S SAVINGS ACCOUNTS.

Creates a Universal Children's Savings Account Program under the Department of Budget and Finance.  Establishes and appropriates funds into the Universal Children's Savings Account Trust Fund.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY'S ADMINISTRATION OF THE FEDERAL HOUSING CHOICE VOUCHER PROGRAM.

Allows only original household members to retain a federal housing choice voucher.  Requires vouchers to be returned to the Hawaii public housing authority when all original members are no longer in the household.  Allows minors who survive the original head or co-head of the household and were added to the household to retain the voucher until the last of the minors reaches the age of twenty-one.

RELATING TO HOMELESSNESS.

Establishes the Hale Kokua Program, within the Department of Human Services to incentivize homeowners statewide to set aside dwelling units for rental by families or individuals classified as employed but homeless.  Appropriates funds.

RELATING TO LOW-INCOME HOUSING.

Authorizes the issuance and appropriate of general obligation bonds to fund low-income housing tax credit loans.

RELATING TO THE HOMELESS.

Requires mandatory minimum terms of imprisonment without the possibility of parole for crimes that cause death or inflict serious or substantial bodily injury upon a homeless individual or family.  Subjects crimes that inflict serious or substantial bodily injury upon a homeless person to extended terms of imprisonment if the defendant knew or reasonably should have known the person was homeless.

RELATING TO HOMELESSNESS.

Prohibits provider agencies from requesting or requiring homeless individuals from purchasing goods or food commodity under a food distribution program or any food stamp or coupon under a food stamp plan, or an EBT card or similar debit card type device, in exchange for services.

RELATING TO PUBLIC HOUSING.

Requires the Hawaii public housing authority to designate a resident manager at each federal public housing complex and state low-income public housing project.  Effective 7/1/2015.
