RELATING TO HIGHER EDUCATION.

Appropriates funds for a program coordinator and technical support staff member to complete the necessary planning required for an international flight training center and associated aeronautical training programs at the University of Hawaii at Hilo and Hawaii community college.

Status

RELATING TO MAUNA KEA.

Requires UH to use a fair market value rate for the lease of its Mauna Kea lands when calculating the 20% pro rata share of lease revenues to the public land trust fund in fulfillment of the university's pro rata share of ceded land revenues owed to the office of Hawaiian affairs.  Requires reports to the legislature.

Status

RELATING TO THE UNIVERSITY OF HAWAII.

Repeals the University of Hawaii tuition and fees special fund and transfers remaining unencumbered balance to the general fund.  Provides for the deposit of University of Hawaii tuition and related student fees into the general fund.

RELATING TO THE HAWAII CANCER RESEARCH SPECIAL FUND.

Eliminates unearmarked general funds as a source of funds for the Hawaii Cancer Research Special Fund as of 7/1/2017.

RELATING TO THE UNIVERSITY OF HAWAII.

Makes an appropriation to the University of Hawaii to support the University of Hawaii at Manoa's McNair Student Achievement Program and establish two full-time equivalent (2.0 FTE) positions to oversee and administer the program.

Status

RELATING TO THE UNIVERSITY OF HAWAII.

Charges the Board of Regents with oversight of the University General Counsel.  Exempts the Board of Regents, and repeals UH's exemption, from the prohibition to contract with attorneys.  Requires the Auditor to review legal contracts entered into by UH.

Status

RELATING TO THE UNIVERSITY OF HAWAII.

Prohibits the sale or gift of land currently being used for the permanent campus of the University of Hawaii at West Oahu, including the surrounding land to which the University holds title, without the prior consent of the Legislature.

RELATING TO LABOR.

Requires the Office of Language Access to implement identification, training, and certification procedures to develop a multi-lingual state workforce.  Requires the University of Hawaii to develop and administer language training courses.  Effective July 1, 2014.

Status

RELATING TO AGRICULTURE.

Appropriates $150,000 to the LIFE Program of the University of Hawaii CTAHR Cooperative Extension Service to support the growth and sustainability of the agriculture industry.  Effective July 1, 2014.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
