RELATING TO THE DISPOSITION OF LANDS MANAGED BY THE STATE DEPARTMENT OF AGRICULTURE.

Authorizes the DOA to select qualified applicants as back-up lessees when disposing of certain agricultural or non-agricultural park lands through the sealed bidding process. Authorizes the DOA to negotiate with a back-up lessee if the highest offering bidder or lessee fails to finalize a lease with the DOA for any reason.

Establishes an interagency working group consisting of the chair of the senate committee on education, chair of the house of representatives committee on education, superintendent of education, and comptroller, or their designees, and any other relevant parties. Establishes an interagency working group consisting of the chair of the senate committee on education, chair of the house of representatives committee on education, superintendent of education, and director of health, or their designees, and any other relevant parties. Tasks both interagency working groups with discussing various issues relating to Act 51, Session Laws of Hawaii 2004. Appropriates funds to the department of accounting and general services for additional positions on the islands of Maui, Hawaii, and Kauai. Appropriates funds to the department of education to establish the interagency working groups and for two full-time equivalent (2.0 FTE) positions. Effective 07/01/2050.

RELATING TO AIR CONDITIONING IN PUBLIC SCHOOL FACILITIES.

Requires the department of education and department of accounting and general services, in consultation with the Hawaii state energy office of the department of business, economic development, and tourism and the Hawaii natural energy institute of the University of Hawaii, to develop a cooling master strategy and comprehensive study for the public schools and to report findings to the 2015 regular session of the legislature. Authorizes general obligation bonds and appropriates funds for efficient air conditioned classroom demonstration projects.

Establishes the transit-oriented development advisory committee to make recommendations about sustainable development projects close to transit. Effective July 1, 2050.

RELATING TO THE PUBLIC-PRIVATE FINANCE INITIATIVE.

Establishes the public-private finance initiative (PPIA). Requires the PPIA to initiate a pilot project. Appropriates funds for the PPIA. Effective July 1, 2050. Repeals on July 1, 2018.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Authorizes the Hawaii Housing Finance and Development Corporation Board of Directors to set the salary of the Hawaii Housing Finance and Development Corporation Executive Director. Requires the Board to consider altering the Executive Director's benefits package in exchange for a salary that exceeds the salary level of civil service employees. Effective July 1, 2114.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires ERS to require any department or agency of the State or counties to furnish to the system certain payroll and personnel transaction information, including changes or errors in payments. Provides that if a department or agency fails to provide the information in the required format, the State or county is required to pay to the system an amount equal to the employer contributions payable by the department or agency. Provides that unpaid amounts shall bear interest. Allows ERS to waive department or agency requirements paying employer contributions due to unforeseen circumstances. Requires reporting. Effective July 1, 2050.

Status

RELATING TO MINIMUM WAGE.

Increases minimum wage rate to $7.75 per hour beginning on 1/1/15, $8.50 per hour beginning on 1/1/16, $9.25 per hour beginning on 1/1/17, and $10.10 per hour beginning on 1/1/18. Increases the tip credit to 50 cents per hour beginning on 1/1/15, 75 cents per hour beginning on 1/1/16, and $1 per hour beginning on 1/1/17 if the gross amount the employee receives in wages and tips is at least 250 per cent of the poverty level for each calendar year based upon the United States Department of Health and Human Services poverty guidelines for Hawaii. Effective 7/1/14.
