Status

RELATING TO HEALTH INSURANCE RATES.

Requires individual health insurance plans and small group plans to establish rates based upon community rating.  Creates a temporary premium subsidy program to offset certain rate increases for qualified plans purchased through the Hawaii Health Connector.  Effective 07/01/2112.

Status

RELATING TO HEALTH.

Reduces the membership of the Connector board of directors from fifteen to twelve members and changes the composition and voting status of the board.  Creates the consumer, patient, business, and health care advisory group; health insurers advisory group; and the insurance producers advisory group to advise the Connector board of directors.  Creates the Connector legislative oversight committee to review the financial and operational plans of the Connector.  Establishes a sustainability fee to support operations of the Connector and establishes a special fund.  Effective 07/01/2112.

Establishes and appropriates funds for the state innovation waiver task force to develop a plan for applying for a state innovation waiver under the PPACA.  Effective July 1, 2050.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Authorizes suits against the HCDA for violations of its required duties.  Effective July 1, 2020.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires the Auditor to conduct a management and financial audit of the Hawaii Community Development Authority and report its findings to the Legislature.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Amends the manner in which members are appointed to the Hawaii Community Development Authority.  Enhances legislative oversight of the Authority.  Establishes restrictions on transfers, sales, and deeds of property owned by the Hawaii Community Development Authority.  Effective July 1, 2020.

RELATING TO THE KAKAAKO COMMUNITY DEVELOPMENT DISTRICT.

Amends notice and community engagement requirements for Hawaii Community Development Authority meetings and decision making.  Amends development guidance requirements, prohibitions, and application procedures for the Kakaako Community Development District.  Effective July 1, 2020.

RELATING TO HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires OHA to conduct a public hearing on any plan or proposal for any residential development in Kakaako prior to submission of the plan or proposal to the HCDA.
