Status

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU.

Extends the authorization of the issuance of special purpose revenue bonds to Honolulu Seawater Air Conditioning, LLC, for the purpose of design and construction of a seawater air conditioning district cooling system in downtown Honolulu, for an additional five years. Effective June 29, 2112.

RELATING TO SEAWATER AIR CONDITIONING.

Allows the production of air conditioning in an area or district from a seawater air conditioning cooling system to benefit as an "eligible business activity" under the State's enterprise zones program.

RELATING TO THE INVESTOR EDUCATION PROGRAM.

Appropriates funds for educational outreach targeted at kupuna, based on DCCA's existing investor education programs. Effective July 1, 2014.

RELATING TO CYBERSECURITY.

Establishes the Hawaii cybersecurity, economic, education, and infrastructure security coordinator to assist with the development of methods to improve the State's cybersecurity and cyber resiliency. Effective July 1, 2014.

RELATING TO INSURANCE.

Requires the auditor to conduct a study on the feasibility of the State of Hawaii establishing a captive insurance company to manage the State's property and casualty insurance risks. Appropriates funds for the feasibility study. Effective July 1, 2014.

RELATING TO THE STATE BUILDING CODE.

Modifies the composition of the State Building Code Council and adds annual reporting requirements. Allows for the staggering of code adoptions and amends code requirements. Appropriates funds. Effective July 1, 2014.

RELATING TO TIME SHARES.

Eliminates requirement that a manager of a foreign time share plan register in Hawaii as a time share plan manager. Requires disclosure statement for an offering of a time share plan to disclose that the manager of a foreign time share plan is not registered in Hawaii. Recognizes that an association of time share owners may be any kind of nonprofit or not-for-profit entity. Makes housekeeping amendments.

RELATING TO TIME SHARE.

Allows prospective time share purchasers to receive printed or electronic copies of the disclosure statement. Amends developer registration renewal requirements by permitting disclosure of either the total number of time share interests or the total number of points in a time share plan and by eliminating requirements to provide title insurance, title reports, and a financial statement.

Status

RELATING TO LIQUOR LICENSE CLASSES.

Removes 30,000-barrel per year manufacturing cap for malt beverages for class 14 brewpub licensees. Increases the manufacturing limit for class 16 winery licensees to not more than 20,000 barrels of wine on the licensee's premises during the license year. Establishes a new class 18 liquor license class for small craft producer pubs. Prohibits brewpubs from selling intoxicating liquor from class 1 manufacturer licensees for consumption on the premises. Makes conforming amendments relating to liquor license classes. Effective July 1, 2112.

RELATING TO TAXATION.

Amends the corporation income tax by taxing real estate investment trusts without regard to the federal deduction for dividends paid. Applies to taxable years beginning after December 31, 2013.
