MAKING AN APPROPRIATION TO ASSIST COMMUNITIES WITH THE REMOVAL OF MOTOR VEHICLE TIRES.

Appropriates funds to assist communities affected by discarded or abandoned tires by providing funds for programs promoting the removal of abandoned tires that have been illegally dumped from the landscape, including funding county abandoned tire removal programs.

RELATING TO THE ENVIRONMENT.

Requires the University of Hawaii Sea Grant College Program to submit a report updating the 1996 report on oil spills. Appropriates funds for staffing and resources to update the 1996 report. Effective March 24, 2989.

RELATING TO THE ESTABLISHMENT OF AN ENVIRONMENTAL INFORMATION MANAGEMENT OFFICE.

Establishes the Environmental Information Management Office within the Department of Health. Effective July 1, 2014.

RELATING TO SOLAR ENERGY.

Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar right to record that right by filing a declaration with the county clerk. Effective November 10, 2113.

Status

RELATING TO ENERGY STORAGE.

Establishes an income tax credit for each grid-connected energy storage property that is installed and placed in service in the State during the taxable year beginning after December 31, 2014; provided that this tax credit shall not be available for taxable years beginning after December 31, 2025. The tax credit may be claimed as either an investment credit or utilization credit. Effective July 1, 2112.

Status

RELATING TO TAXATION.

Establishes a renewable fuels production tax credit. Specifies that the right to claim the credit will be lost if certain information is not reported to the Department of Taxation and Department of Business, Economic Development, and Tourism. Repeals the ethanol facility tax credit. Effective for taxable years beginning after December 31, 2014, until December 31, 2025. Effective on January 20, 2050.

RELATING TO CLIMATE CHANGE.

Addresses climate change adaptation by tasking the Interagency Climate Adaptation Committee under the Department of Land and Natural Resources with creating sea level rise vulnerability and adaptation reports. Tasks the Office of Planning with establishing and implementing strategic climate adaptation plans and policy recommendations based on the report. Appropriates funds for staffing and resources.

Establishes the Legislative Utility Review Task Force to review franchises held by investor-owned electric utilities.

RELATING TO THE MODERNIZATION OF THE HAWAII ELECTRIC SYSTEM.

Amends the public utilities commission principles regarding the modernization of the electric grid. Requires the commission to initiate a proceeding no later than July 1, 2014, to discuss upgrades to the Hawaii electric system for anticipated growth of customer generation. Appropriates funds to cover costs of the proceeding. Effective July 1, 2050.

Status

RELATING TO GEOTHERMAL RESOURCE DEVELOPMENT.

Establishes the framework to regulate geothermal development activities through a permitting process administered by the Board of Land and Natural Resources; provided that the appropriate county authority may issue a geothermal resource permit under certain circumstances. Effective January 28, 2878.
