RELATING TO THE MOTION PICTURES, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT. Requires film productions to comply with federal, state, and county laws in order to be eligible for the motion pictures, digital media, and film production income tax credit. Requires the Hawaii film office to work with the appropriate state or county agency if a film production takes place on state or county property. Prohibits unscripted or reality television programming from qualifying for the tax credit.

RELATING TO GOVERNMENT. Requires a state agency that is required to report to the legislature to provide written notice to the president of the senate and the speaker of the house of representatives in cases where it cannot meet the reporting deadline. Allows the legislature to reduce a state agency's budget in cases where an appropriation was made to assist it with the report and the state agency fails to submit the report to the legislature by the deadline or fails to provide proper notice that the state agency cannot meet the reporting deadline. Requires state agencies to provide the legislature with a detailed list of any and all reports due one week prior to the reports' due date.

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT. Creates a capital infrastructure tax credit for tenants who are displaced by the Kapalama container terminal project. Allows banks and other financial corporations the ability to claim the capital infrastructure tax credit. Allows allocations of the capital infrastructure tax credit to a partner under a partnership agreement even if the allocation has a substantial economic effect. Renews the technology infrastructure renovation tax credit through 2019.

RELATING TO URBAN WATER CONSERVATION. Establishes a four-year pilot program requiring DAGS to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii and report to the Legislature. Makes an appropriation.

RELATING TO ECONOMIC DEVELOPMENT. Allows state agencies and departments to rent or lease underused property or facilities to private partners and collect rent through in-kind services or cash.

RELATING TO CONCESSIONS. Exempts the operation of concessions for wireless and communication services and for advertising from the public concession bidding process.

RELATING TO ECONOMIC DEVELOPMENT. Requires the board of directors of the high technology development corporation to create a film and media park. Designates certain properties to be included in the park.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Authorizes the Hawaii Housing Finance and Development Corporation Board of Directors to set the salary of the Hawaii Housing Finance and Development Corporation Executive Director.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Requires the HCDA to assign at least 3 members, but less than the number of members that would constitute a quorum, to attend every scheduled public input session.

RELATING TO TAXATION. Establishes an income tax credit for taxpayers who incur certain expenses for manufacturing products in Hawaii. Applies to taxable years beginning after 12/31/2014. Sunset 01/01/2023.
