Amends or repeals various provisions of chapter 302A, Hawaii Revised Statutes, for housekeeping and other purposes.

Amends chapter 302A, HRS, to add new definitions of "attend", "attendance", "enroll", and "enrollment".  Makes clarifying amendments throughout chapter 302A, HRS.

RELATING TO AIR CONDITIONING IN PUBLIC SCHOOL FACILITIES.

Requires DOE and DAGS to develop a cooling master strategy and comprehensive study for the public schools and to report its findings to the 2015 regular session of the legislature.  Appropriates funds.

Status & Testimony

RELATING TO THE DEPARTMENT OF EDUCATION.

Requires the department of education to plan for and request funds necessary to implement acoustic noise control and air conditioning at existing and new school facilities.  Requires the department of education to develop standards to determine whether acoustic noise control of existing and new schools is necessary.  Requires the installation of air conditioning in all public schools based upon a priority list established by the department of education.  Makes an appropriation to the department of education for air conditioning in public schools.

Status & Testimony

RELATING TO HAWAII 3R'S.

Renames the Hawaii 3R's school repair and maintenance fund the Hawaii 3R's school improvement fund.  Requires the transfer of moneys collected pursuant to section 235-102.5(b), Hawaii Revised Statutes, and any other moneys received in the form of grants and donations for school-level improvements and minor repairs and maintenance to the Hawaii 3R's school improvement fund.
