A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 302A, part III, Hawaii Revised Statutes, is amended by adding a new subpart to be appropriately designated and to read as follows:

"  . EDUCATION INNOVATION grant Program

     §302A-A  Education innovation grant program; establishment.  There is established the education innovation grant program within the department to provide moneys to teachers to implement innovations in the delivery of preschool, elementary, and secondary education in the state to improve student academic achievement.  The education innovation grant program shall be administered by the board and implemented by the complex area superintendents.

     §302A-B  Education innovation grant program; applications; awards; rules.  (a)  Each application for an education innovation grant shall include a description of the proposed initiative and methodology to be used to measure effectiveness.

     (b)  Each complex area superintendent, with the assistance of a committee of teachers within the complex area, shall accept and evaluate education innovation grant applications, considering each applicant's demonstrated ability to sustain the proposed initiative beyond the life of the grant.  Education innovation grants shall be awarded by each complex area superintendent subject to available funds in the education innovation grant fund, established under section 302A-C.

     (c)  An applicant who receives an education innovation grant may apply to renew the grant for no more than three school years.  Applications for renewal shall include a report detailing the success of the initiative.

     (d)  The board shall adopt rules without regard to chapter 91 to:

     (1)  Specify an application procedure and timeline for the education innovation grant program;

     (2)  Determine the process by which complex superintendents shall compose the committee of teachers to assist with the award of education innovation grants;

     (3)  Create a measurement rubric designed to determine which applications contain proposed education innovation initiatives that will result in the improvement of student academic achievement, including those for one-to-one device programs, afterschool programs, and classroom equipment; and

     (4)  Adopt methods by which to measure the success of each education innovation initiative in improving student academic achievement.

     §302A-C  Education innovation grant fund.  (a)  There is created within the state treasury the education innovation grant fund for the education innovation grant program established under section 302A-A.

     (b)  Deposits into the fund may include appropriations to the fund by the legislature and gifts, grants, or donations from public or private sources.  Moneys in the fund may be used for direct and indirect costs associated with the education innovation grant program; provided that no more than one per cent of the total amount of moneys annually appropriated from the fund shall be used to offset administrative costs incurred by complex area superintendents to implement the education innovation grant program; provided further that each complex area superintendent shall receive an equal amount of funds each year to award education innovation grants.

     §302A-D  Education innovation grant program; reporting.  (a)  Following each fiscal year in which the complex area superintendents award one or more education innovation grants, the complex area superintendents shall submit a report to the legislature describing at minimum the education innovation initiatives receiving a grant, the amount awarded to each initiative, and the results achieved by each initiative.  The report shall be submitted no later than twenty days prior to the convening of the next regular session.

     (b)  The board shall communicate to the legislature descriptions of successful education innovation initiatives, if any, including best practices and strategies no later than twenty days prior to the convening of each regular session."

     SECTION 2.  The board of education shall promulgate rules pursuant to section 302A-B(d), Hawaii Revised Statutes, no later than September 1, 2014.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000 or so much thereof as may be necessary for fiscal year 2014-2015 to be deposited into the education innovation grant fund.

     SECTION 4.  There is appropriated out of the education innovation grant fund the sum of $150,000 or so much thereof as may be necessary for fiscal year 2014-2015 for the purpose of the education innovation grant program.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 5.  In codifying the new sections added by section 1 of this Act, the revisor of statutes shall substitute appropriate section numbers for the letters used in designating the new sections in this Act.

     SECTION 6.  This Act shall take effect on July 1, 2014.
