A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE forty-fifth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $28,183,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the forty-fifth representative district, as follows:

I.   To be expended by the department of education:

1. Kipapa Elementary School, Oahu

A. Plans, design, and construction to pave back parking lot.

B. Design and construction to resurface main/front parking lot.

1. Farrington Highway, Waialua, Oahu

A. Design and construction to resurface Farrington Highway from Kaena Point to Kaukonahua Road.

B. Plans, design, and construction of a bike path on both sides of Farrington Highway near Waialua Elementary School and Waialua High and Intermediate School from Kaiahulo Drive to Kaukonahua Road.

III. To be expended by the department of accounting and general services:

1. Waialua, Oahu

A. Plans, design, and construction to redirect water runoff from hill to prevent debris buildup under bridge on way to Waialua High and Intermediate School, a portion of which connects Goodale Avenue and Kuhi Street via Farrington Highway; clear sidewalk of existing debris.

IV.  To be expended by the city and county of Honolulu:

1. Waialua, Oahu

A. Plans, design, and construction of a bike path between Waialua Elementary School and Waialua High and Intermediate School on both sides of Goodale Avenue from Farrington Highway to Waialua Beach Road.

V.   To be expended by the department of agriculture:

A. Kunia Agriculture Park, Oahu

B. Design costs to develop and improve the Kunia Agriculture Park.

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriations unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
