RELATING TO COASTAL AREAS. Ensures public lateral access along the shoreline by extending for two years the requirement that landowners remove human-induced, enhanced, or unmaintained vegetation interfering with such access and also extending DLNR's enforcement duty to maintain such access. RELATING TO WAIPIO VALLEY. Establishes the Waipio Valley Advisory Commission to advise the Department of Land and Natural Resources on the development of a long-term plan for ensuring the proper stewardship, preservation, and maintenance of Waipio Valley. Appropriates funds for the design and construction of flood damage reduction and stream stabilization in Waipio Valley. Effective July 1, 2020. (HB414 HD2)

RELATING TO THE MALA WHARF TASK FORCE. Requires the Chairperson of the Board of Land and Natural Resources to convene a Mala Wharf Task Force to examine the feasibility of redeveloping the collapsed pier at Mala Wharf on the island of Maui. Effective July 1, 2020. (HB1423 HD1)

RELATING TO THE ACQUISITION OF RESOURCE VALUE LANDS. Requires DLNR, in consultation with the Hawaiian Islands Land Trust and notwithstanding board approval, to engage in efforts to acquire the parcel of land located at Lipoa Point, identified as TMK 2-4-1-001-010-0000. Makes an appropriation.
