RELATING TO HIGHER EDUCATION.

Establishes the campus planning facility board, major repairs and replacement special fund, and major repairs and replacement fee to address University repairs and maintenance.  Transfers special fund moneys to the new special fund beginning in 2015-2016.  Authorizes the issuance of general obligation bonds.  Effective 7/1/2050.  (SD1)

RELATING TO THE ENVIRONMENT.

Requires lessors of rental motor vehicles to include an option to the lessee in the motor vehicle agreement to contribute a sum to the department of land and natural resources for the preservation and protection of the environment beginning July 1, 2015.  Repeals July 1, 2018.  (SD1)

RELATING TO PROCUREMENT.

Allows past performance to be factored into future bid selection of a contractor including a review of delays, cost overruns, corrective actions, and responses to notices of deficiencies.  Effective January 1, 2020.  (HB1374 HD1)
