Implements the recommendations of the insurance verification working group.  Establishes a working group attached to the department of commerce and consumer affairs to assist in development of requests for proposals and vendor selection for a motor vehicle insurance verification program.  Increases annual motor vehicle registration fee.  Removes duplicative and unnecessary requirements for insurance identification cards and safety inspection requirements.  Requires the allocated portion of motor vehicle registration fees to be deposited to the credit of the compliance resolution fund and the allocated portion of fines to be deposited into the general fund.  Sunsets 06/30/2020.  (SD1)

Clarifies that an association's duty to report to the department of taxation is limited to the relevant information and the name, address, and contact information of a local contact an association actually receives from a transient accommodation operator.  Clarifies that the fines imposed for wilfully failing to supply required information shall be limited to civil penalties imposed no more than once a year.  (SD1)

Adds support for mediation of condominium related disputes as one of the educational purposes supported by the condominium education trust fund.  Beginning with the July 1, 2015, biennium registration, imposes an additional annual condominium education trust fund fee dedicated to supporting mediation of condominium related disputes.  Specifies the total fee payable into the condominium education trust fund.  Requires the real estate commission to make adjustments to the condominium education trust fund to ensure adequate funds are available for mediation of condominium related disputes and any mediation requests are fully accommodated prior to the commencement of the additional annual condominium education trust fund fee.  (SD1)

Requires escrow depositories to report any change of their corporate designated escrow officer or branch manager to the Commissioner of Financial Institutions; establishes a statutory fee for the transfer or change in control of an escrow depository license; increases the fidelity bond maintained by escrow depositories to a minimum of $100,000; increases the errors and omissions policy amount escrow depositories are required to carry to not less than $250,000; increases fees; provides powers for the commissioner to supervise and regulate the industry; empowers the commissioner to issue cease and desist orders; increases net capital requirement to $100,000.  Effective July 1, 2050.  (SD1)

Authorizes the Commissioner of Financial Institutions to require money transmitters to register with NMLS.  Establishes procedures for a licensed money transmitter to surrender its license.  Amends the bond requirement, the fee structure for services provided by the Division of Financial Institutions of the Department of Commerce and Consumer Affairs for the regulation of money transmitters, and the fine for violations of money transmitter regulations.  (SD1)

Establishes the post-secondary education commission within the department of commerce and consumer affairs.  Creates the framework for authorizing private post-secondary educational institutions in the State.  Repeals sections 304A-3151, 304A‑3152, 304A-3153, and 304A-3154, relating to the establishment of the post-secondary education commission within the University of Hawaii.  Creates the post-secondary education authorization subaccount of the compliance resolution fund established pursuant to section 26-9(o), Hawaii Revised Statutes.  Repeals chapter 446E, HRS, governing non-accredited degree granting institutions and makes these institutions subject to state authorization requirements on July 1, 2015.  Requires the post-secondary education commission to report to the legislature.  Makes an appropriation for four full-time equivalent (4.0 FTE) permanent positions at the department of commerce and consumer affairs.  (SD1)

Amends section 304A-1005, HRS, to:  (1) Limit the board of regents to appointing only one university general counsel; (2) Require the board of regents to have direct oversight over the university counsel and prohibit the board of regents from delegating this responsibility to the president of the university; (3) Require the general counsel's compensation to be capped at the level of compensation of the attorney general; (4) Require the university general counsel to report directly to the board of regents; and (5) Allow the board of regents to contract with independent attorneys solely in cases where the university general counsel and attorney general each acknowledge a lack of sufficient expertise.  Requires contracted attorneys to consult with and work in conjunction with the attorney general.  Effective 07/01/50.  (SD1)

Requires the board of regents of the University of Hawaii to undergo annual training on board policies and procedures, chapter 92, Hawaii's sunshine law, and chapter 92F, Hawaii's open records law.  Requires the board of regents to receive certification that the regent successfully completed the training.  Provides that the certification may include passing a test on the training's subject matter.  Requires members of the board of regents to be removed from office if they do not meet the annual training requirements more than once during their term.

Reduces the number of members of the board of directors of the research corporation of the University of Hawaii from ten to eight members.  Reduces the number of members of the board of regents who must be members of the board of directors from five to two.  Specifies the qualifications of the five members to be selected by the governor.  Adds the vice president for research of the University of Hawaii system as an ex officio member of the board of directors.  Amends section 304A-3005, HRS, to provide that the research corporation's exemption from the procurement requirements of chapter 103D, HRS, shall not apply to construction contracts for which the estimated value of state funds to be used is an unspecified dollar amount or more.  Removes the university president's authority to serve as the president of the research corporation.  Authorizes the board of directors to employ an executive director of the research corporation.  Caps the executive director's salary at twice the salary of the highest paid head of a department within the executive branch.  Effective 7/1/2050.  (SD1)

Adds a new section to part II of chapter 205A, Hawaii Revised Statutes, to provide a process for state consistency review and certification for development by a state agency on state land within the special management area.  After a notice of state consistency certification is published in the periodic bulletin by the Office of Environmental Quality Control, or upon issuance of federal consistency, a development by a state agency on state land shall be allowed within a special management area without obtaining a special management area permit or shoreline setback variance as otherwise required by chapter 205A.
