Status

RELATING TO ANTIQUE MOTOR VEHICLES.

Establishes a $25 annual motor vehicle registration fee and a 1.00 cent per pound annual vehicle weight tax for antique motor vehicles.

RELATING TO MOTOR CARRIERS.

Prohibits unlicensed motor carriers from recovering undercharges or holding freight and carrier liens.  Authorizes customers of unlicensed motor carriers to recover all compensation paid to that carrier.

RELATING TO SHIPPING.

Establishes a working group to explore options for reducing the shipping time and costs for transporting goods from Molokai, Lanai, and Hana, Maui, to Oahu.  Appropriates funds.

RELATING TO THE MALA WHARF TASK FORCE.

Requires the chairperson of BLNR to convene a Mala wharf task force to examine the feasibility of redeveloping the collapsed pier at Mala wharf on the island of Maui.

RELATING TO HIGHWAYS.

Requires the Director of Transportation to take specified traffic mitigation actions for east-bound traffic near Kunia Road.  Effective July 1, 2014.

RELATING TO HIGHWAYS.

More specifically lists the types of vending activities that are prohibited on State highways and authorizes the Director of Transportation to make exceptions for vending in the highway airspace.

Status

RELATING TO MOTOR VEHICLES.

Prohibits a towing operator from releasing a motor vehicle unless the party recovering the vehicle provides proof that the motor vehicle is currently registered and insured.  Requires county ordinances that regulate towing operations to include this prohibition.

Status

RELATING TO TRANSPORTATION.

Allows any person or entity, other than a towing company, that has applied a wheel boot, tire lock, denver boot, wheel clamp, or wheel immobilizer on any vehicle that is left unattended without authorization on a property owned, leased, or rented by that person or entity to charge the vehicle owner or driver a fee for unlocking the boot.  Prohibits the charge from exceeding $25 and from being shared with other persons or entities.

RELATING TO THE TRAFFIC CODE.

Defines and prohibits the use of dangerous wheels.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

FAX:       For testimony less than 5 pages in length, transmit to 808-586-6221 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
